MSME STATUS REGISTRATION

1. What is MSME Status?

Initiative established by SME Corp. Malaysia to validate the status of businesses according to the national definition of micro, small and medium enterprises (MSME) set by the National Entrepreneur and MSME Development Council (MPUPK).

Definition of MSMEs:

For companies / businesses that have registered and are confirmed having fulfil the MSME definition, SME Corp. Malaysia will issue the MSME Status Certificate digitally.

The certificate has a validity period of two (2) years.

This certificate is not a requirement or mandatory regulation for operating businesses in Malaysia.

2. Purpose of MSME Status

Main prerequisite for MSME grant and loan applications across all Ministries and agencies in Malaysia.

Companies / businesses that fulfil the definition are eligible to participate in programmes and obtain assistance / incentives provided by the Government through agencies such as SME Corp. Malaysia or any Ministries or agencies which adopt the MSME definition.

MSME Status Registration is designed to:

− Deliver targeted support, incentives and assistance to eligible MSMEs;

− Enhance coordination and monitoring of Government incentives across all Ministries and agencies; and

− Ensure only qualified businesses to access benefits and participate in development programme.

The verification process serves as a critical safeguard that optimises resource allocation, minimise leakages and enhances the integrity of Malaysia’s MSME support ecosystem.

3. Benefits of having the MSME Status

The certification ensures that companies applying to participate in development programmes or to seek assistance, support and incentives offered specifically for MSMEs have met the eligibility criteria and standard classification.

4. Eligibility Criteria

Business entities in all economic sectors that fulfil the definition of MSME (as above). Besides the qualifying criteria as stated above - Sales Turnover or Fulltime Employees, the following conditions must be fulfilled together to be classified as MSMEs:

i) Types of Establishments

SMEs refer to only pure business entities registered with either the following bodies:

− Companies Commission of Malaysia (SSM) either under the Registration of Business Act (1956) or Registration of Company Act (1965) or Limited Liability Partnerships (LLP) Act 2012; or

− Respective authorities or district offices in Sabah and Sarawak; or

− Respective statutory bodies for professional service providers.

ii) Shareholding Structure

− Companies that are public listed but are in the secondary bourses such as the ACE market, Malaysia Online Trading Platform for Unlisted

Market (MyULM) or in secondary markets / SME exchanges / unlisted markets in other countries will still be considered as MSMEs for as long as they fulfil the qualifying criteria. Subsidiaries of these firms will also be considered as SMEs for as long as they fulfil the qualifying criteria.

Notes: The following businesses will not be deemed as MSMEs:

i) Public-listed companies in the main board such as Bursa Malaysia or main bourses in other countries;

ii) Subsidiaries of the following entities:

− Public-listed companies in the main board.

− Large firms, multinational corporations (MNCs), Government-linked companies (GLCs), Syarikat Menteri Kewangan Diperbadankan (MKDs) and State-owned enterprises.

5. Cost to Apply

A fee of RM100 (processing fee) will be charged for new registration as well as certificate renewal.

The MSME Status Certificate cannot be renewed automatically. Companies / businesses must submit new applications and follow all steps in the application process accordingly.

For CTOS SME Biz Day 2026, the MSME Status’ processing fee will be included in CTOS SME Biz Day 2026 participation fee as claimable expenses through the HRDC levy.

6. How to Apply

SME Corp. Malaysia has developed an integrated online platform – Sistem Bersepadu Penarafan & Insentif PMKS (MyBPI) to streamline the MSME status registration process.
